MINUTES OF A REGULAR MEETING

OF THE

RUTHERFORD BOARD OF EDUCATION

AUGUST 14, 2000

A regular meeting of the Board of Education was held on Monday evening, August 14, 2000 in the High School Library. Meeting was called to order by President Willis at 7:30 P.M. with the Pledge of Allegiance to the Flag.

On roll call the following members were present: Mrs. Ahmed, Mr. Derner, Mr. Ferguson, Mr. Ferrara, Mrs. Monahan, Mr. Novosielski, and Mrs. Willis. Mr. McGehrin arrived at 7:31 P.M. Mrs. Miceli was absent for the entire meeting. Also present were Mrs. Conlon and Dr. Verbist.

N.J. OPEN PUBLIC MEETINGS LAW

The New Jersey Open Public Meeting Law was enacted to insure the right of the public to have advance notice of and to attend the meeting of public bodies at which any business affecting their interests is discussed or acted upon. In accordance with the provisions of this Act, the Rutherford Board of Education has caused notice of this meeting to be published by having the date, time and place thereof posted on the bulletin board outside the Borough Clerk's Office, mailed to the News Leader, Herald, South Bergenite, and the Record newspapers, and filed with the Borough Clerk.

APPROVAL OF MINUTES: 1. Resolution by Mr. Novosielski, seconded by Mr. Ferrara.

BE IT RESOLVED BY THE RUTHERFORD BOARD OF EDUCATION that the minutes of the Special Meeting and Executive Session of July 10, 2000, Worksession Meeting of July 15, 2000 and the Regular Meeting and Executive Session of July 17, 2000 be approved as recorded.

REPORT OF THE PRESIDENT:

Pres. Willis reminded the Board and public in attendance that the next public meeting will be held on September 11, 2000, and that the first day of school for students will be September 6, 2000.

MEETING OPEN TO THE PUBLIC: 7:33 P.M.

Mrs. Dyson raised a question regarding the agenda format. Superintendent Conlon indicated that agendas will be in the regular format for public review at meetings.

Meeting was then closed to the public at 7:35 P.M.

SECRETARY'S REPORT AND TREASURER'S REPORT:

1. Resolution by Mr. McGehrin, seconded by Mr. Derner.

BE IT RESOLVED BY THE RUTHERFORD BOARD OF EDUCATION that it has received and accepts the financial reports of the Secretary and Treasurer of School Monies for the month ending June 30, 2000, and certifies that the reports indicate that no major account or fund is overexpended in violation of NJAC 6:20-2.13 and that sufficient funds are available to meet the district's financial obligations for the remainder of the school year. A copy of the certification shall be included in the minutes.

The following resignations, retirements, salary adjustments, reassignments, appointments, etc. are approved, pending approval from the State Department of Education, subject to the New Jersey Criminal Background Check and other legal requirements. Salaries, where applicable, are subject to further negotiations between the Rutherford Board of Education and the Rutherford Education Association:

 

JO-ANN FOLEY 1. Motion to accept the resignation of Miss Jo-Ann Foley as special education teacher at the high school effective 9/20/00, or as soon as a suitable replacement can be found.

ROBERT DE LUDE 2. Motion to accept the resignation of Mr. Robert DeLude as elementary science teacher at Union School effective 10/1/00, or as soon as a suitable replacement can be found.

TRACY LEE ARCHILLAS 7. BE IT RESOLVED BY THE RUTHERFORD BOARD OF EDUCATION to employ Ms. Tracy Lee Archillas as a special education teacher at the high school effective 9/1/00 (or as soon thereafter as her replacement can be found) through 6/30/01 at the annual salary of $43,022 (step 9, level 2).

CHRISTOPHER VIOLA 8. BE IT RESOLVED BY THE RUTHERFORD BOARD OF EDUCATION to employ Mr. Christopher Viola as an elementary science teacher at Union School effective 9/1/00 through 6/30/01 at the annual salary of $33,513 (step 1, level 1).

LAURA ADDEO 9. BE IT RESOLVED BY THE RUTHERFORD BOARD OF EDUCATION to employ Ms. Laura Addeo as a music teacher for the WASAL schools effective 9/1/00 through 6/30/01 at the annual salary of $33,513 (step 1, level 1).

REINALDO YNCHAUSTEGUI 10. BE IT RESOLVED BY THE RUTHERFORD BOARD OF EDUCATION to employ Mr. Reinaldo Ynchaustegui as the pool manager effective 7/1/00 through 6/30/01 at the annual salary of $25,000.

DR. JESSE WASSNER 11. BE IT RESOLVED BY THE RUTHERFORD BOARD OF EDUCATION to employ Dr. David Isralowitz and Dr. Jesse Wassner as the school physicians effective 7/1/00 through 6/30/01 at the annual salary of $17,520 and $55 for each handicapped examination.

MARIE GRIGGS 21. BE IT RESOLVED BY THE RUTHERFORD BOARD OF EDUCATION to grant a disability leave, with pay, to Mrs. Marie Griggs from 12/1/00 through twenty (20) days following the birth of her child or until sick leave is exhausted (not to exceed 40 days, 20 before and 20 after), to be followed by a child rearing leave, without pay and without benefits, through 6/30/01.

NEW POSITION 24. BE IT RESOLVED BY THE RUTHERFORD BOARD OF EDUCATION to create an additional 1.0 FTE Elementary Resource Teacher for the 2000-2001 school year.

BE IT RESOLVED BY THE RUTHERFORD BOARD OF EDUCATION to employ Ms. Anne Jaeger as a resource center teacher at Union School effective 9/1/00 through 6/30/01 at the annual salary of $36, 261 (step 5, level 1).

NEW POSITION 26. BE IT RESOLVED BY THE RUTHERFORD BOARD OF EDUCATION to create an additional 1.0 FTE elementary teaching position for grade 1 at Union School for the 2000-2001 school year.

POOL PERSONNEL 27. Resolution by Mr. Derner, seconded by Mr. Ferrara.

BE IT RESOLVED BY THE RUTHERFORD BOARD OF EDUCATION to employ Denise Aronson as the Water Safety Instructor Trainer at the Pool effective 8/15/00 at the hourly rate of $12.00.

SUPT. ACTION PLAN 28. BE IT RESOLVED BY THE RUTHERFORD BOARD OF EDUCATION to approve the action plan for the superintendent's goal in the area of personnel utilization.

SUPT. AUTHORIZATION

TO OFFER EMPLOYMENT 29. BE IT RESOLVED BY THE RUTHERFORD BOARD OF EDUCATION to authorize the Superintendent of Schools to offer employment to individuals to staff positions for the opening of school on September 5, 2000, subject to Board affirmation at the September 11, 2000 regular meeting.

BRIAN MOLDOWSKY 30. BE IT RESOLVED BY THE RUTHERFORD BOARD OF EDUCATION to employ Mr. Brian Moldowsky as an elementary teacher effective 9/1/00 through 6/30/01 at the annual salary of $36,844 (step 6, level 1).

COMMUNICATIONS/PTA COMMITTEE REPORTS

MEETING OPEN TO THE PUBLIC 8:26 P.M.

Mr. Marchese addressed the Board and public in attendance regarding the Beefsteak Dinner to be held at the High School on September 28, 2000 being run by the High School PTSA. The purpose of the Beefsteak Dinner is to raise funds for the High School, as well as acknowledge the District's Blue Ribbon status and to welcome Superintendent Conlon to the District. Tickets are $30 per person.

Mrs. Dyson asked a question regarding a replacement for Ms. Foley. Superintendent Conlon indicated that a replacement has been found. Mrs. Dyson asked about the LDT-C position. Superintendent Conlon indicated that the position is still open.

Mrs. Schneider shared with the Board and public in attendance that a wire that was hanging from the High School has been moved by the contractor who placed the wire originally.

Meeting was then closed to the public at 8:30 P.M.

EXECUTIVE SESSION: Motion by Mr. Ferrara, seconded by Mr. McGehrin, that an Executive Session be held at 8:42 P.M. for the purpose of discussing Negotiations-REA. Action will not be taken.
