MINUTES OF A REGULAR MEETING
OF THE
RUTHERFORD BOARD OF EDUCATION
AUGUST 13, 2001
A
regular meeting of the Board of Education was held on Monday evening, August
13, 2001 in the High School Library.
Meeting was called to order by President Willis at 7:00 P.M. with the
Pledge of Allegiance to the Flag.
On
roll call the following members were present: Mrs. Ahmed, Mr. Brancato, Mrs. Cevasco, Mr. Derner, Mr.
Ferrara, Mrs. Monahan, Mr. Novosielski, and Mrs. Willis. Mrs. Miceli was absent for the entire
meeting.
Mrs.
Conlon was also present.
The New Jersey Open Public Meetings Law was enacted to
ensure the right of the public to have advance notice of and to attend the
meeting of public bodies at which any business affecting their interests is
discussed or acted upon. In
accordance with the provisions of this Act, the Rutherford Board of Education
has caused notice of this meeting to be published by having the date, time and
place thereof posted on the bulletin board outside the Borough Clerk's Office,
mailed to the News Leader, Herald, South Bergenite, and the Record newspapers,
and filed with the Borough Clerk.
TAPING AND BROADCASTING OF MEETINGS
As approved by the
Rutherford Board of Education at the March meeting, we are in a trial period of
taping and broadcasting our worksessions and regular meetings. This will
continue through September 2001.
These meetings will be broadcast without editing during a two-hour time
segment on Tuesday evenings on the Comcast public access channel. At the conclusion of the two-hour
segment, the broadcast will end regardless of what part of the meeting is
currently being viewed due to the Comcast time constraint. Any member of the public who wishes to
view the two-hour tape should make a written request to the Board Secretary who
will have a copy of the tape made available within two weeks of the request.

REPORT OF THE PRESIDENT:
Pres. Willis announced that the next Worksession
meeting will be held on August 27, 2001 at 7:30 PM in the High School Library,
August 13th was the last day for student registration, and that the
lunch program will be discussed this evening.
SPECIAL REPORTS:
Mrs. Conlon presented the new lunch program for the
upcoming school year, citing increased student instructional time and
supervision/safety issues as important factors for change. Mrs. Conlon outlined the food service
program to be implemented.
Board members raised questions regarding the new lunch
program procedures.
MEETING OPEN TO THE PUBLIC: (Agenda Items Only) 8:08 P.M.
Debra Robie asked whether accommodations will be made
for children with food allergies.
Lois Teller requested clarification on the procedure to
be followed for children going out for lunch, and asked about a program for the
High School.
Denise Ross commended the Board on their work with the
lunch program, but suggested that the lunch program be more flexible.
Laura Kelly requested clarification on lunch program
procedure, and commented that businesses will suffer due to the loss of
lunchtime income.
Ken Kolich asked the Board to rethink the removal
plans of the Lincoln Amphitheatre, as it means a lot to people.
Nicki Davis suggested that the lunch program be more
flexible.
Cathy Westerbrook asked a question about lunch
supervision.
Terry Certisimo raised a question about lunch
supervision, and whether there would be a conflict with keyboarding which takes
place during lunch time.
Emily Garcia asked whether all students will stay in
for lunch on the first day of school.
Pat Goodwin commented that lunch time can be a
dangerous time. She also commented
that peanut butter should be eliminated from any lunch program menu.
Meeting was then closed to the public at 8:35 P.M.
NEW BUSINESS (Action to be Taken)
PERSONNEL: Motion
by Mrs. Ahmed, seconded by Mr. Ferrara to move the following resignations,
retirements, salary adjustments, reassignments, appointments, etc., pending
approval from the State Department of Education, subject to the New Jersey
Criminal Background Check and other legal requirements.

Motion by Mrs. Ahmed, seconded by Mr. Derner to accept the resignation of Mr.
John Parise, physical education/health teacher at the high school, effective
7/24/01.
JAMES PHILLIPS 2.
Motion by Mrs. Ahmed, seconded by
Mr. Derner to accept the resignation of Mr. James Phillips, special education
teacher at Union School, effective 9/28/01.

FRANK BOZZA 4.
BE IT RESOLVED BY THE RUTHERFORD BOARD OF EDUCATION to employ Mr. Frank Bozza
as a psychologist consultant to the Child Study Team at a fee of $300 per day
from 7/30/01 through 6/30/02.
SOCIAL WORKER 5.
BE IT RESOLVED BY THE RUTHERFORD BOARD OF EDUCATION to provide the Child Study
Team with a social worker to attend up to ten (10) evaluation planning meetings
and conduct social evaluations as determined during the summer. The provider will be the South Bergen
Jointure at a cost of $175.00 per meeting, which includes reports, for a total
of $1,750.00.

Technology Evaluations for students per the Child Study Team for the 2001-2002
school year at a cost of $425 per evaluation with narrative report.

to provide psychiatric evaluations for students per the Child Study Team’s

RUTHERFORD BOARD OF EDUCATION to permit the Neurology Group of Bergen County PA
to provide neurological evaluations for students per the Child Study Team’s
request for the 2001-2002 school year at a cost of $350.00 per neurological
evaluation and $375.00 with ADD testing.

BE IT RESOLVED BY THE RUTHERFORD BOARD OF EDUCATION to permit Dr. Daniel Adler
to provide neurological evaluations for students per the Child Study Team’s
request for the 2001-2002 school year at a cost of $350.00 per evaluation and
$375 with testing.
PASCACK VALLEY HOSP. 12. BE IT RESOLVED BY THE RUTHERFORD BOARD
OF EDUCATION to permit Pascack Valley Hospital to provide audiological
evaluations for students per the Child Study Team for the 2001-2002 school year
at the rate of $336.00 for a Central Auditory Processing with Report, and
$203.00 for an Audiological Evaluation with Report.
GREAT NOTCH CTR. 13.
BE IT RESOLVED BY THE RUTHERFORD BOARD OF EDUCATION to permit the Great Notch
Center to provide audiological evaluations for students per the Child Study

GRANT AGREEMENT 9. WHEREAS, the Rutherford Board of
Education has authorized an Emergent ADA/Life Safety Project in the amount of
$200,000., and indicated in that total project costs that it would be aided by
grant funds pursuant to Section 15 of the Educational Facilities Construction
and Financing Act through the N.J. Economic Development Authority in the amount
of $64,000 ($25,600 Pierrepont, and $38,400 Union), and
WHEREAS,
the district has received the attached grant agreement from the N.J. Economic
Development Authority in support of the aforementioned project in the amount of
$64,000 ($25,600 Pierrepont, and $38,400 Union);
NOW,
THEREFORE, BE IT RESOLVED that the Rutherford Board of Education does hereby
acknowledge receipt of this grant agreement, and further authorizes the
following officers to execute, deliver, and comply with all grant covenants:
