MINUTES OF A REGULAR MEETING
OF THE
RUTHERFORD BOARD OF EDUCATION
JUNE 25, 2001
A regular meeting of the
Board of Education was held on Monday evening, June 25, 2001 at the High School
Cafeteria. Meeting was called to
order by President Willis at 7:30 P.M. with the Pledge of Allegiance to the
Flag.
On
roll call the following members were present: Mrs. Ahmed, Mrs. Cevasco, Mr. Derner, Mr. Ferrara, Mrs.
Miceli, Mrs. Monahan, Mr. Novosielski, and Mrs. Willis. Mr. Brancato was absent for the entire
meeting. Also present were Mrs.
Conlon and Dr. Verbist.
The
New Jersey Open Public Meetings Law was enacted to ensure the right of the
public to have advance notice of and to attend the meeting of public bodies at
which any business affecting their interests is discussed or acted upon. In accordance with the provisions of
this Act, the Rutherford Board of Education has caused notice of this meeting
to be published by having the date, time and place thereof posted on the
bulletin board outside the Borough Clerk's Office, mailed to the News Leader,
Herald, South Bergenite, and the Record newspapers, and filed with the Borough
Clerk.
TAPING AND BROADCASTING OF MEETINGS
As
approved by the Rutherford Board of Education at the March meeting, we are in a
trial period of taping and broadcasting our worksessions and regular meetings.
This will continue through September 2001. These meetings will be broadcast without editing during a
two-hour time segment on Tuesday evenings on the Comcast public access
channel. At the conclusion of the
two-hour segment, the broadcast will end regardless of what part of the meeting
is currently being viewed due to the Comcast time constraint. Any member of the public who wishes to
view the two-hour tape should make a written request to the Board Secretary who
will have a copy of the tape made available within two weeks of the
request. There will be a nominal
fee charged for this tape reproduction.

REPORT OF THE PRESIDENT: Pres.
Willis announced that the next meeting will be held on July 9, 2001 at 7:30 PM
in the High School Library. Pres.
Willis congratulated the High School, Pierrepont, and Union School graduates.
SPECIAL PRESENTATION:
Report of the Ad-Hoc Committee on Facilities –
Ann Monahan, Chairperson and Chapin Architectural Services, P.A.
Various Board members addressed the proposed
conceptual plan.
MEETING OPEN TO THE PUBLIC: (Agenda Items Only) 8:53 P.M.
Mr. Rosbury-Yoder asked a question as to what can be
done to integrate the modular space at Pierrepont School. Mr. Rosbury-Yoder indicated that as
being part of the Ad-Hoc Committee that these items must be addressed and that
the cost continues to spiral upward, and that the time is now to get the best
bang for the buck. Mr.
Rosbury-Yoder indicated that everyone will get something from this proposal.
George Magdich indicated that the sister school
concept is an excellent choice.
Mr. Magdich addressed technology issues/plans for the next 3-5 years,
i.e. wireless computers. Mr.
Magdich raised questions regarding the movement of the High School Technology
rooms and the impact it will have on the programs. Mr. Magdich raised concerns regarding security as it relates
to the computer labs.
Barbara Obiedzinski indicated that she is supportive
of the sister school solution, but raised concerns regarding traffic. Mrs. Obiedzinski suggested that a
separate proposal be put up for the voters to vote on a full-day kindergarten.
Lois Teller addressed the issue of air conditioning,
indicating that the need for air conditioning is present in order to provide
the optimum learning and teaching environment. Ms. Teller also indicated that there is a need to share with
the public the amount of instructional space that will be added by this
plan. Ms. Teller expressed that
there is a need for all-day kindergarten.
Ms. Drake addressed the existing structures, and asked
how the new additions will be blended with the existing structures. Ms. Drake also asked about the Green
Acres land use, and about set-back restrictions between buildings and other
properties. Ms. Drake questioned
the role of the Planning Board as well as the size of the gyms and the percentage
that they are larger than the State plan.
Alan Note addressed the diversity of the committee,
indicating that the diversity of the committee was representative of the
diverse community that Rutherford has become. Mr. Note indicated that the plan as presented is good and he
called for the Board to support it.
Ken Kolich indicated that a compromise was reached by
the committee, and further indicated that all-day kindergarten as a second
question on the ballot is a valid suggestion.
Tim Stanton indicated that he is supportive of the
plan. Mr. Stanton pointed out that
75% of the community does not have children in school, and that all-day
kindergarten may not be an issue.
Mr. Stanton raised a concern regarding padding the project budget with
little odds and ends, indicating it may jeopardize the proposed referendum.
Liz Forte addressed her needs in a school facility,
i.e. full-time kindergarten and air-conditioned schools.
Terry Scott asked how many classrooms will be
restructured, and how many classrooms are being converted to offices.
Rose Inguanti raised questions about the gym in Union
School, and raised questions regarding electrical upgrades, and will they
support classroom air conditioning.
Ms. Inguanti indicated that she was in favor of the plan overall, and
stated that it is time to spend the money. Ms. Inguanti suggested that the Board should show how this
plan will save money overall. Ms.
Inguanti raised a question regarding the path preschool handicapped students
will follow. Ms. Inguanti stated
that people who want full-day kindergarten have options open to them in
Rutherford.
Krista Davis expressed strong feelings regarding
half-day kindergarten.
Harriet Saxon questioned the grade structure breakdown
for K-3 and 4-8, and indicated there is a need for air conditioning in the schools. Mrs. Saxon suggested that the Board
spend a little more to address the health and safety issues relative to air
conditioning. Mrs. Saxon also
asked that the Board think about going with a full-day kindergarten.
Karen Steele asked whether there will be a need for
split session, and that she has a concern regarding using holidays to speed up
construction.
Meeting was then closed to the public at 9:58 P.M.
Mr. Novosielski, REA Negotiations Chairperson,
presented an overview of the REA contract negotiations.
Mrs. Miceli left the meeting at this time (10:03 P.M.)
and did not return.
MEETING OPEN TO THE PUBLIC: 10:06
P.M.
Alan Note indicated that the contract the Board will
be approving is going to have to be monitored carefully. With the imminent passage of the
retirement bill, the Board will have a mass exodus. Mr. Note raised a concern that we are losing staff to other
districts due to more advantageous salary guides.
Meeting was then closed to the public at 10:08 P.M.
NEW BUSINESS (Action to be Taken)
PERSONNEL: Motion
by Mrs. Ahmed, seconded by Mr. Novosielski to move the following resignations,
retirements, salary adjustments, reassignments, appointments, etc., pending
approval from the State Department of Education, subject to the New Jersey
Criminal Background Check and other legal requirements. Salaries, where applicable, are subject
to further negotiations between the Rutherford Board of Education and the
Rutherford Education Association.

MARGARET MC CLOSKEY 1. Motion to accept the
resignation of Mrs. Margaret McCloskey, resource center teacher at Pierrepont,
effective 6/30/01.
COLIN RIGBY 2.
Motion to accept the resignation of Mr. Colin Rigby, mathematics teacher at the
high school, effective 6/30/01.
RONALD VOLPONE 3.
Motion to accept the resignation of Mr. Ronald Volpone, English teacher at the
high school, effective 6/30/01.

Motion to accept the resignation of Mrs. Karen Meicke, Science Supervisor and

KIMBERLY HUZZY 7.
BE IT RESOLVED BY THE RUTHERFORD BOARD OF EDUCATION to employ Ms. Kimberly
Huzzy as a Student Assistance Counselor for the district effective 9/1/01
through 6/30/02 at the annual salary of $37,514 (step 4, level 3). This is a leave replacement for Mrs.
Griggs.
LAUREN SUDOL 8.
BE IT RESOLVED BY THE RUTHERFORD BOARD OF EDUCATION to employ Ms. Lauren Sudol
as a special education teacher at the high school effective 9/1/01 through
6/30/02 at the annual salary of $33,513 (step 1, level 1). This is a new position.
MICHAEL BLANCHARD 9.
BE IT RESOLVED BY THE RUTHERFORD BOARD OF EDUCATION to employ Mr. Michael Blanchard as a second grade teacher at
Union School effective 9/1/01 through 6/30/02 at the annual salary of $33,513
(step 1, level 1). This is a
replacement for Mrs. Colleen Allmers who will be on a disability/child rearing
leave.
GOALS 2000 10.
BE IT RESOLVED BY THE RUTHERFORD BOARD OF EDUCATION to approve payment from
Goals 2000 consortium grant to Donna Powers, Jacqueline Waldron, and Margit
Smith in the amount of $125 each for Advanced Internet training. Benefits are also paid through Goals
2000.
EMERGENT HIRING 11.
BE IT RESOLVED BY THE RUTHERFORD BOARD OF EDUCATION to employ the following
applicant(s) under the emergent hiring law as per the State Department of
Education:

BE IT RESOLVED BY THE RUTHERFORD BOARD OF EDUCATION to employ Mrs. Lisa Garcia
as a substitute custodian effective 6/26/01 at the hourly rate of $9.00.
COLLEEN ALLMERS 13.
BE IT RESOLVED BY THE RUTHERFORD BOARD OF EDUCATION to grant, under the Family
Leave Act, a disability leave, with pay, to Mrs. Colleen Allmers, from 9/1/01
through twenty (20) days following the birth of her child or until sick leave
is exhausted (not to exceed 40 days, 20 before and 20 after), to be followed by
a child rearing leave, without pay, through 6/30/02.
DEBORAH DE LIA 14.
BE IT RESOLVED BY THE RUTHERFORD BOARD OF EDUCATION to approve the transfer of
Mrs. Deborah DeLia to the position of mathematics teacher at the high school
effective 9/1/01 through 6/30/02.
This is a replacement for Mr. Rigby. Mrs. DeLia is presently a mathematics teacher at Union
School.
WASAL SECRETARIES 15.
BE IT RESOLVED BY THE RUTHERFORD BOARD OF EDUCATION to approve the following
WASAL secretaries to each work up to a maximum of 2 weeks during the summer of
2001 at the following per diem rate (subject to further negotiations) as per
the REA contract:

IT RESOLVED BY THE RUTHERFORD BOARD OF EDUCATION
WHEREAS,
the Board of Education and Mrs. Leslie A. Conlon are parties to an employment
agreement for the position of Superintendent of Schools which expires on June
30, 2004;
WHEREAS,
it is in the best interests of the Rutherford School District to resolve the
issue of the continued employment of the Superintendent;
BE
IT RESOLVED that the Board of Education hereby rescinds the existing employment
agreement between the Board and Mrs. Conlon;
BE
IT FURTHER RESOLVED that the Board of Education approves the employment
agreement between the Board and Mrs. Conlon for the period beginning July 1,
2001 and ending June 30, 2006 and appoints her to the position of the
Superintendent of Schools through June 30, 2006.
